CAPTAIN GAIL H. MANOS, MC, USN

Captain Gail H. Manos holds a Bachelor of Arts Degree summa cum laude from Virginia Wesleyan College and a Doctor of Medicine Degree from the Uniformed Services University of the Health Sciences. She completed her residency in psychiatry at Naval Medical Center Portsmouth in 1994 and was subsequently stationed at Naval Hospital Great Lakes. She returned to NMCP as staff psychiatrist in 1996. CAPT Manos has served in every clinical capacity within her department including inpatient, outpatient, consultation-liaison and emergency psychiatry. She organized and directed the Outpatient Crisis Intervention Program in 1997, which led to a 30 percent reduction in psychiatric admissions at NMCP. In 2001 she rose to NMCP Residency Training Program Director, where she continues to serve. At Portsmouth she has chaired several command-wide committees and been a member of ECOMS for the past 4 years. She was the organizer and first CME director for command grand rounds. As testimony to CAPT Manos’ clinical skills, she is the provider of choice for senior hospital staff who seek psychiatric treatment. A leader in Navy medicine, she has served as Assistant Specialty Leader for Psychiatry since Oct 2005 and was Acting Specialty Leader in 2008. She has published over 10 peer-reviewed journal articles/book chapters and serves an ad-hoc reviewer for several medical journals. She is a member of the editorial board of Primary Psychiatry and has guest-edited two issues of the journal focusing on posttraumatic stress disorder. She serves as Chief of Staff for an American Board of Psychiatry and Neurology examining team and is the only military member of the ABPN committee writing vignettes for oral boards. Under her direction resident publications and presentations have tripled. She teaches more resident courses than any other NMCP staff psychiatrist, including psychopharmacology, advanced interview skills, psychiatrist as teacher, evidence-based psychiatry and psychodynamic psychotherapy. Portsmouth residents have repeatedly awarded her the annual award for outstanding faculty member. In 2009 she was one of 11 program directors across the nation, and the only psychiatrist, to receive the American College of Graduate Medical Education’s Parker Palmer Courage to Teach Award, in recognition of her dedication and passion for teaching medical residents. CAPTAIN KEVIN D. MOORE, MC, USN

Captain Kevin D. Moore graduated magna cum laude from Western Kentucky University with a B.A. and a B.S. Degree, completing both degrees in four years. He obtained his Doctor of Medicine Degree from University of Kentucky College of Medicine. He completed his internship and residency at National Naval Medical Center in 1991. He served as Third Marine Division Psychiatrist from 1991 to 1994, with additional duties as Third Marine Division Assistant Surgeon, and he deployed as Winter Over Debriefing Psychiatrist at Antarctica’s historic McMurdo Station. He completed his forensic psychiatry fellowship in 1995, after which he returned to National Naval Medical Center as the command's first billeted forensic psychiatrist. At Bethesda he served as a consultant to a number of national bodies, led the SPRINT team, taught and mentored residents in the training program and served as a member of the credentials committee. From 1998 to 2000 as a Lieutenant Commander, he served in a series of Director positions at Naval Hospital Charleston. In 2001 he was selected as Division Surgeon, First Marine Division. Responsible for all health services support of First Marine Expeditionary Force Ground Combat Element during the Global War on Terrorism, he organized First Marine Division's medical operations leading up to the invasion of Iraq, then deployed to oversee the successful medical response during the decisive run to conquer Baghdad. After redeployment he reported to Naval Medical Clinic Pearl Harbor in November 2003. Initially appointed Director for Ancillary Services, he was promoted to Director for Clinical Services in June 2004. Captain Moore served as Specialty Leader for Psychiatry from December 2001 to December 2004. He was hand-selected by the Navy Inspector General to serve from June to September 2004 as the medical representative for the Secretary of Defense's Special Task Force on Interrogations in Guantanamo Bay, Iraq, and Afghanistan. Captain Moore reported as Executive Officer, Naval Hospital Guam in July 2005. He assumed command of Expeditionary Medical Facility Kuwait and Medical Task Force Kuwait in May 2007. Currently CAPT Moore commands U.S. Naval Hospital Yokosuka. He is board-certified by the American Board of Psychiatry and Neurology in General, Forensic, and Addiction Psychiatry, and he holds the APA's Certificate in Psychiatric Administration and Management. He is Assistant Professor of Psychiatry at the Uniformed Services University of Health Sciences and serves on the faculty of the Military Forensic Psychiatry Fellowship. CAPT Moore has demonstrated leadership in academic psychiatry, forensic psychiatry, and administrative medicine, and he has excelled under the unique demands of practicing operational medicine with the United States Marine Corps during combat operations.
